It was revealed on Wednesday Victoria did not consult with the Department of Foreign Affairs and Trade before signing the second stage of a memorandum of understanding with the Communist Party.
Victoria is expected to officially engage in the controversial $24.5 billion infrastructure program with China later this year, which is in direct contradiction to the federal government’s public approach to Belt and Roads.
“It’s very rare that you see state governments interfering in Australian foreign policy in such a ham-fisted way.
“In a way that was willfully blind to receiving the right advice from the federal levels of government and out intelligence services”.
Mr Jennings said while he doesn’t think this deal will do damage to the Australian-US alliance it will “damage Victoria’s reputation as being a sensible state” in which businesses could invest.
“It will take a little bit of patching up on the part of the federal government to explain this and try to correct misperceptions in Washington DC”.
